Springer Nature Releases Fifth Open Access Report

Open access (OA) publishing through Springer Nature transformative agreements (TA) increased 12% in 2025, with the publisher also reporting 19 new and 17 renewed TAs across the year. With 101 TAs now in place, Springer Nature is now supporting researchers at more than 4,400 institutions worldwide in publishing OA.
While TAs were first introduced a decade ago, scale and uptake have increased significantly in recent years. More than half (over165,000) of all Springer Nature TA-funded articles have been published during the past three years [1].

PALCI Releases Guide to Help Libraries Evaluate System Interoperability

The Partnership for Academic Library Collaboration and Innovation (PALCI) has published the PALCI Guide to Interoperability and System Selection, a resource to help academic and research libraries evaluate whether new systems will support open standards and effective collaboration before contracts are signed.
The guide walks readers through what interoperability means in practice, why it matters for cost, flexibility, and long-term access, and what open standards, as opposed to closed proprietary interfaces, allow libraries to do that closed systems don’t. It is written primarily for library staff in PALCI member organizations, but also for the broader library community, including the vendors and publishers who serve them, with the goal of raising awareness and the baseline expectation for openness across the field.

NIST Releases Public Draft of The TEVV-Athlon Framework for Evaluating AI Systems

Artificial intelligence (AI) applications span a wide range of disciplines and use cases. Within these fields, requirements and evaluation methods can vary significantly, with many evaluation components tailored to specific applications. To build trust and encourage adoption, stakeholders can conduct a thorough assessment of AI systems. The NIST AI Risk Management Framework specifically calls for a Test, Evaluation, Verification, and Validation (TEVV) methodology. This report introduces the TEVV-Athlon framework, a structured approach for assessing the real-world impact and outcomes of AI systems. The aim of the TEVV-Athlon framework is to be extensible, adaptable, and customizable to accommodate the wide variety of AI applications. This includes statistical machine learning models, large language models, multi-modal models, agentic systems, and many other types of AI technologies.
