Standards Undergoing Five Year Reviews (2009)

NISO and ANSI procedures require that periodically maintained standards be reviewed within five years of their ANSI approval to ensure that standards remain current. For those standards under continuous maintenance, in the event that no revisions are issued for a period of four years, action to revise, reaffirm, or withdraw the standard shall be initiated. As per the NISO procedures, NISO standards due for review will have Voting Pools created in order to determine whether there is enough interest in the community to retain the standards. Upon a minimum level of 15% of NISO's membership joining a Voting Pool for a review standard, the review will commence. Voting pools for the following periodically maintained standards are now being developed. Comments from the public on whether these standards should be reaffirmed, revised, or withdrawn are welcome. The following comments accompanied the ALA vote:

ALA agrees to vote to "Reaffirm with no change" in order to achieve a consensus vote on this review ballot. However, we did originally support NISO's Content and Collection Topic Committee recommendation for a vote of "Withdrawal" for ANSI/NISO Z39.2-1994 (R2001) in favor of the use of ISO 2709. This original support was made based on the following:

  1. As the ISO 2709 is essentially identical to the NISO Z39.2 standard, maintaining a separate standard at NISO is unnecessary.
  2. Withdrawn NISO standards remain freely available to the information community. Further, relevant structure information for MARC that follows the standards is available from the MARC website.

I understand that NISO will be looking more closely at the issue of similar NISO and ISO standards and when to retain separate standards, when to adopt ISO standards, and when to simply point to ISO standards. I look forward to learning more about how these issues will be attended to following this ballot.

Notes

Z39.41 Note: To better reflect the content of the standard, CCM is recommending the title be changed to "Placement Guidelines for Information on Spines" amd the abstract be updated as "Describes and allocates areas on the spines of printed bindings, covers, containers, or other protective enclosures. It describes, at a high level, both the kinds of information to be printed on spines and the order and placement of the information."

Z39.47 Note: The Topic Committee recommends a withdrawal vote for the following reasons:

  1. MARC records currently used by libraries are converted to the encoding standards supported by the systems such as Windows and UNIX.
  2. UNIMARC has already moved to full Unicode, and US MARC distributed using marcxml is also in Unicode.
  3. ANSEL cannot support software developments that support language-sensitive search and retrieve, and requires programming to map ANSEL-based data to newer standards in order to be processed by computer operating system and database systems.

ANSEL had an important role in making it possible for bibliographic utilities to exchange data that contained diacritics characters that were not covered by ANSI ASCII at a time when no standard existed outside of the library community. However, since then ISO and NISO have developed several standards for character encoding (e.g., ISO 8859-1 [Latin-1], ISO 8859-2, and ISO 10646 [Unicode]) that have been widely adopted and accepted by many communities, including libraries.

The CCM Topic Committee therefore believes that the Z39.47 standard should be referenced only when there is a need to map or convert old data, something that can be done by referencing the withdrawn standard, and that it would not be in the best interests of the information community to maintain this standard as a NISO/ANSI standard any longer at this time. The document would continue to be available on the NISO website as a withdrawn standard.

Z39.48 Note: The CCM Topic Committee is recommending the following sentence be added to the end of the abstract: "The standard does not address environmental impact issues of manufacturing."

This ballot was to approve a proposed new work item on the "Standardized Markup for Journal Articles Based on the NLM's Journal Archiving and Interchange Tag Suite."

The goal of this work item is to take the currently existing National Library of Medicine (NLM) Journal Archiving and Interchange Tag Suite version 3.0, the three journal article schemas, and the documentation and shepherd it through the NISO standardization process. The intent of this proposal is for the Tag Suite to be a NISO standard and each of the schemas to be a "sub-standard" or appendix to the Tag Suite standard. To achieve this objective, this proposal is to convene a NISO Working Group with the intention of proposing that the Tag Suite, as it currently stands, be accepted as a Draft Standard following a brief period of review within the group.

Final Ballot Results:

The proposal was approved by the Content & Collection Management Topic Committee on July 29, 2009, and is now being sent to the NISO voting membership for agreement to begin a new work project and to elicit expressions of interest in participating in the work.

The proposal for a new work item on the Standardized Markup for Journal Articles Based on the NLM's Journal Archiving and Interchange Tag Suite was approved by the NISO membership. Of the 77 NISO Voting Members, 37 Voting Members cast ballots. The votes were as follows:

  • Yes: 26 (71% of those voting; 34% of NISO Voting Members)
  • No: 0 (0% of those voting; 0% of NISO Voting Members)
  • Abstain: 11 (30% of those voting; 14% of NISO Voting Members)

This ballot was to approval a proposed new work item on the Physical Delivery of Library Resources.

The goal of this work item is to develop a statement of best practices related to the delivery of library materials. To achieve this objective, this proposal is to convene a NISO Working Group to explore the problem and deliver a Recommended Practice document describing possible solutions and to implement an education and adoption plan for encouraging implementation of the solution(s). The proposal was approved by the Discovery to Delivery Topic Committee on July 24, 2009.

Final Ballot Results:

The proposal for a new work item on the Physical Delivery of Library Materials was approved by the NISO membership on September 1, 2009. Of the 77 NISO Voting Members, 34 Voting Members cast ballots. The votes were as follows:

  • Yes: 16 (47% of those voting; 21% of NISO Voting Members)
  • No: 5 (15% of those voting; 7% of NISO Voting Members)
  • Abstain: 13 (38% of those voting; 38% of NISO Voting Members)

NISO Z39.83-200x, NISO Circulation Interchange Protocol (NCIP)

Ballot period: June 19, 2008 -- August 3, 2008

This standard defines a protocol that is limited to the exchange of messages between and among computer-based applications to enable them to perform the functions necessary to lend and borrow items, to provide controlled access to electronic resources, and to facilitate co-operative management of these functions. Part 1 defines the protocol. Part 2 is a practical implementation structure for the protocol.

Final Ballot Results:

NISO Z39.83-1 - 2008 and NISO Z39.83-2 - 2008 was approved by the NISO membership. Full voting details are available in the below BSR-9 documents. These forms include a Summary of Consensus Body Vote by Interest Category. The BSR-9 is used to transmit the final submittal of a NISO-approved standard as a candidate American National Standard to ANSI.
