The Gold part more than anything refers to the fact that the article has gone through the rigors of a journal publisher's editorial processes (peer review, if applicable, etc.)
and it is the copy of record. And of course the Open Access part refers to the free for the reader.
So if you are reporting Full Text Requests for open access articles published in a typical publisher journal you can consider them 'Gold'.

Subject: [sushidevelopers] Gold Open Access?
Journal Report 1 GOA is listed as "standard" rather than optional and specifies a count of all paper accesses that are "Gold Open Access". However, I haven't been able to find a formal definition of what constitutes a "Gold Open Access" resource.
Is it enough that the resource is available for free without paid subscription, or is there some other criteria in place that must be observed?
Also, I realize this question is not *directly* SUSHI related (although obviously COUNTER reports are tied closely to the SUSHI standard). Is there also a mailing list for Project COUNTER? Is that available only to COUNTER members?
