Journal Report 1 GOA is listed as "standard" rather than optional and specifies a count of all paper accesses that are "Gold Open Access". However, I haven't been able to find a formal definition of what constitutes a "Gold Open Access" resource. Is it enough that the resource is available for free without paid subscription, or is there some other criteria in place that must be observed?

Also, I realize this question is not *directly* SUSHI related (although obviously COUNTER reports are tied closely to the SUSHI standard). Is there also a mailing list for Project COUNTER? Is that available only to COUNTER members?
