In the counter schema, there's an unused element that's causing confusion, line 
17-21

Under
http://www.niso.org/schemas/sushi/counter_sushi3_0.xsd

In the ReportResponse, there is anelement "Report" of type: "Reports".

This type is defined in counter3_0.xsd in line 22
<xs:complexType name="Reports">  and contains multiple elements called "Report" 
of type "Report"

This type is then defined in line 34.

So basically, the "Reports" element I mentioned in line 17-21 is not used 
anywhere and is unnecessarily causing confusion.

I suggest this element be removed from the schema.
