Hi Stacy. Thanks so much for your thoughtful comments. We're especially
interested in your concerns about replacing the current SERU (which is what we
had been thinking of doing) and moving away from "subscriber" to the more
generic "acquiring institution." If this would make you less likely to use
SERU, we must hear from you!
I'm attaching another copy of the draft and hope that the track changes feature
makes it through the listserv this time. I'm not sure why it didn't take
previously, but have attached directly from the file (rather than copy from
another email). Please let me know if it doesn't get through and I will send
copies individually.
And please do let us know your thoughts.

Please forgive my confusion but is this supposed to REPLACE the existing
(serial oriented) SERU document RP-7-2008 or operate in tandem with that
document and cover only e-books/monographic content?
If it is the former, I personally would greatly miss some of the specificity in
the perpetual access section. This is our greatest (practical) concern and I'd
hate for efforts to have this more generally apply in various cases potentially
muddy the waters. For us, the loss of the 2 little words "subscribed content"
would raise all kinds of questions about temporary vs perpetual access to
journal backfiles, etc...
I know that the Acquisition section says that this should be clarified "at the
outset" but this is one area where it seems that practices and posted terms
shift over time and with subscriptions purchased and paid in great volume we
usually can only be sure of the years we paid.
I'm not able to read this in Track Changes mode--is anyone else having this
problem and perhaps that is causing me to misread this document? Perhaps you
could re-send?

You may be a aware that the SERU Standing Committee has been reconstituted and
we have been asked to revise SERU to include ebooks. As a supporter of SERU we
are seeking your comments on the preliminary Draft before it is posted for
public review.
The attached Draft shows revisions to the original. For a clean copy to review
you can "accept all changes" under the "Review" tab in Word. The current
version, approved in 2008, is available for comparison on the SERU website at
http://www.niso.org/publications/rp/RP-7-2008.pdf.
You'll notice that "subscriber" is replaced by "acquiring institution",
"publisher" by "provider" and there are changes to other wording in, for
example, the Use of Materials section. Please feel free to contact Selden
Lamoureux or Judy Luther with questions, or email comments to us.
We would appreciate your response by Wednesday, August 31. Following further
internal review SERU will then be posted for public comment in October with the
expectation that it can be available for use in early 2012.
Your input is an essential part of SERU's success. Thank you so much for your
