Springer is happy to be using SERU with a variety of clients. Between
Springer, T&F and de Gruyter you have a good start on commercial
publishing houses using SERU, and the other 39 publishers on the list
also help make a case for it. There is no cost to use it. The
purchasing process can return to a simple PO and Invoice.
We ask that clients notify us in advance of their desire to use SERU,
and that their PO documents have the "magic" words:
In the absence of a separate license agreement, Springer and xxxxxxxxxx
follow the SERU guidelines, as published at the NISO SERU website:
http://www.niso.org/committees/SERU/.
Of course, we are unable to use SERU unless the client registers their
institution or their consortium.
There is a debate over whether SERU is in fact a license, or not. From
our view this is a moot point. We think it basically reverts legal
discussions back to copyright law, CONTU, etc. which is better
understood anyway. If it speeds things up, we are in favor of it.
Sales is essentially about discussion of a product and negotiating a
purchase and a price, not debating the fine points of liability,
indemnity, severability, and force majeure.
Having said all this in favor of SERU, it remains completely optional
for all parties, and I think there will be a fair number of libraries
who will keep to licensing for the foreseeable future, at least for
their larger purchases.

We (University of Akron) are registered with SERU, and I do use it when
possible. More publishers are registering and it does save time
(money). At a recent NASIG conference a representative of a small
publisher that is registered with SERU said she pushed very hard with
their legal person who finally accepted it. Also, she said that when I
am trying to license with a small publisher, I should direct them to
SERU and ask if they would register since she believes many of the small
publishers are unaware of SERU or the savings of it.

Hi,
I hope you give SERU a try. For ages we've complained about wasting time
with licenses. Here is a standard way to do away with them which
preserves fair use rights!
We are registered, as is the consortium I work with, SCELC. I can
confirm there is no cost. SCELC has worked with several publishers who
are registered with SERU, including Springer and Project Euclid. I just
wish more publishers would join!
