One scheme is an example of the values that an academic (e.g. college or
university) library might use, and the other is an example of the values
that a public library might use. I don't know if the distinction between
academic and public is universal, so forgive me if that didn't clarify
anything. :)
 
The two schemes are really just examples of values that may be
appropriate to your users; you will probably want to establish your own
schemes that exactly fit your users' needs. In my (mostly North American
experience) libraries define types of users: e.g. Graduate students,
Undergraduate Students, Faculty, Staff, etc. For each type they assign a
set of privileges, such as allowing Graduate students to borrow books
for the full term, and undergraduate students only allowed to borrow for
four weeks. This element allows you to identify which "privilege type"
is associated with a particular user. Then, assuming both the initiator
and the responder share the same definition of what privileges are
associated with each type, the initiator can look up what privileges a
user has and, for example, display different text to a Graduate student
("Term loan") than to an Undergraduate ("4 week loan").
