I've just checked one of OCLC's implementations and it sends the "Description",
e.g. "Electronic mail address". Looking at it now I wish we'd used the text
from the "URI scheme" column, but I think we followed the examples given in the
Data Dictionary under "Electronic Address / Electronic Address Type", which
are: "electronic mail address, IP address, telephone number". Unfortunately
none of those appear exactly as that in the IANA registry today (nor did they
appear so in the IANA registry at the time we wrote NCIP version 1, see
http://web.archive.org/web/20020815000000-20050101235959/http://www.iana.org/assignments/uri-schemes).
For instance, the IANA registry has "telephone" not "telephone number".
Given that the standard overlooks this detail I think we should ask the entire
implementation group whether the preferred choice is the "Description" or the
"URI Scheme". I'll start asking around here (OCLC).

Hi Silade,
You should be using a value from the IANA scheme in the NCIP message
element. You may include that IANA URI as the scheme using the optional
"scheme" attribute. In Version 1, it was required to specify both the scheme
and the value, but in Version 2, the scheme/value pair elements were changed to
strings with an option to include the scheme as an attribute.
