Hi Mr. Robert,
Yes,I know this.I meas which value I should use in NCIP element.There are two
fileds in the IANA, URI Scheme,and Description.should I use the URI Scheme or
Description as the value of NCIP element?In the examples for Electronic Address
Type,IP address and telephone number are not in the IANA.

Hi Silade,
You should be using a value from the IANA scheme in the NCIP message element.
You may include that IANA URI as the scheme using the optional "scheme"
attribute. In Version 1, it was required to specify both the scheme and the
value, but in Version 2, the scheme/value pair elements were changed to strings
with an option to include the scheme as an attribute.
