Hi Silade,
That is a very good question. In the schema, both are shown as being
non-repeatable. However, in the Standard, both are shown as being repeatable.
I suspect that this is a defect in the schema. It should match the Standard
and allow ProblemElement and ProblemValue to repeat. Therefore, unless someone
wants to make a case for doing it otherwise, I think that the Standard needs to
change to reflect the fact that the Problem wrapper element is repeatable in
the schema, and the schema needs to change to match the Standard and make
ProblemElement and ProblemValue repeatable.
