Hello Silade,

Take a look at this screenshot and let me know if this is the same section you 
are reviewing.

This is taken from pg. 45 of the v.2 Standard.  If this is the same section, 
then the Agency Id element is within the Bibliographic Record Id (not at the 
same level).

Please let me know what you find.
