Hello Silade,
Can you tell us where in the NCIP documentation you are looking? In the Data
Dictionary in Section 6.3 of the Standard (p.44), I do not see Agency Id listed
as a valid subelement. Agency Id is allowed as a subelement of Bibliographic
Record Id, and Bibliographic Record Id can be a subelement of Bibliographic
Description.
