We will try to talk about this in the conference call tomorrow afternoon.
Issue 1: These elements happen to be a sequence of elements where order is
important and the whereas the document more or less defines what I call the
container. The document if left unchanged - would and has caused confusion
since the schema has a different order.
Issue 2: These elements are also ordered in a sequence in the schema but its
more helpful in my mind to let the requestor know what the Data Format Type is
prior to processing the Authentication Input Type. It's also important to keep
the main document consistent with the schema. I think in this case I think the
document is more correct here than the schema - but I'd be OK with changing the
document for consistency sake with Issue 1.
Ultimately I think the schema follows the standard (document) or is a tool of
the standard, but development will follow the schema.

Is the order of the elements significant in terms of "correctness"? I
understand the need for consistency, but is it "wrong" as currently implemented?
(I ask because I don't know, not because I have an opinion that I am trying to
express through a question.)
