Recently I read the guidlines of this rather new standard the first time and was really surpised that I found tags that violate basic principles of structural or semantic markup. Instead of usings tags for the meaning of content layout is encoded in rather old fashioned HTML style (<i>,<b>), e.g. <bold>, <italic>, etc. If this is to become a broard standard for the semantic web as well, I feel that this part of the guidlines should be re-worked and I'd recommend to take advantage of TEI like tags such as <emph>, <hi> or <mentioned> that at least try to encode the "meaning" of the tagged content (cf. http://www.tei-c.org/Guidelines/Customization/jTEI/). The encoding of layout should be reserved to CSS or perhaps Javascript.
