This is a follow-up to the comment from Melissa Harrison (http://www.niso.org/apps/group_public/view_comment.php?comment_id=595). We had actually discussed that, in general, a problem with Blue, and one of the main reasons that some publishers choose Green over Blue, is that several of the attributes only allow a restricted set of values. She mentioned @pub-id-type, but I just checked, and also found @fn-type, @person-group-type, and @ref-type. There might be others.

We feel that the DTD is probably not the best place to define/restrict types values. Since the publishing industry is evolving rapidly, it would be better to open up these attributes to make them CDATA types, so that publishers using Blue are not overly restricted.



If feasible (and maybe our group could do this) it would be great to define some centralized registry where these values could be defined, so that new values could be added more fluidly.

The attribute @pub-type will become an unrestricted list (CDATA attribute) with a list of suggested values in the documentation for the Publishing Tag Set.  The value list on @fn-type, @person-group-type, @ref-type have also become unrestricted.
