The definition of <supplementary-material> has a usage note that says the element is used "inside the document metadata as an alert to the existence of supplementary material so that such material can be accessed from the document". Alf Eaton wrote on jats-list on 2013-01-21 that he took "inside the document metadata" to mean "inside <back>", but I think we mean "inside <article-meta>".

When I wrote "definition", I think I meant the Tag Libraries. It's not in the PDF on the NISO website but instead at http://jats.nlm.nih.gov/publishing/tag-library/1.0/?elem=supplementary-material .

Thank you for your comment. The JATS Standing Committe has addressed your request. Non-normative supporting materials including schemas with these additions in place should be available soon.

The Standing Committee's recommendation is:

References to “metadata” and “document metadata” throughout the JATS documentation will include the
parenthetical (), to indicate what is meant. Minor rewording may also be necessary.
