The description of the role of DataCite is very weak: In some cases, datasets associated with an article may have been registered via DataCite, a registration agency focused on research data. If that is the case, the publisher should not re-register the dataset through CrossRef, but simply link to the DOI already assigned to the dataset. There is a joint statement between STM Assocation and DataCite (and Crossref signed it as well): http://datacite.org/node/65
In the self-image of DataCite it says: Assigning persistent identifiers to datasets

By working with data centres to assign persistent identifiers to datasets, we are developing an infrastructure that supports simple and effective methods of data citation, discovery, and access. Citable datasets become legitimate contributions to scholarly communication, paving the way for new metrics and publication models that recognise and reward data sharing.

DataCite is a non-commercial registration agency for datasets and datasets should be register by DataCite. DataCite and CrossRef make the linking between articles and reserach data possible.
