What is the default namespace for NLM XML? If it doesn't exist then I think it is serious bug in the XML. I think lack of namespace is a serious limitation in the NLM DTD that will make NLM XML incompatible with future XML developments.

For example, one of the proposed ways to do validation in the future is to use namespace-based validation is NVDL (see http://jnvdl.sourceforge.net/tutorial.html).

There are clever ways by which it is possible to include namespace declarations in the DTD itself.
