The draft mentions “third party delivery service” (sect. 2.5), “commercial courier” (sect. 2.9), and “package delivery services” (sect. 4.5.2). None of these terms are defined in the Terms and Conditions section. However, courier service is specifically defined and this left some confusion in our minds as to whether Fed Ex, UPS, or other commercial courier systems are intended to be covered by the draft practice, or not. For example, the National Library of Medicine uses FedEx (2nd day air) for all outgoing interlibrary loan deliveries and suggests returning shipments be insured or registered and return receipt service used. This kind of system has its own unique characteristics – including tracking and insurance – which might be worth specific discussion. I would suggest augmenting the scope (sect 1.2) to clarify exactly what kinds of delivery sytems are included in the draft practice – and perhaps briefly describing the differences between them in a section at the beginning of the document -- including consortial delivery systems, USPS, commercial.
Last, I would suggest moving the statement that the packing needs of special collections and archival materials being outside the scope of the document to the actual scope section -- thus moving it from sect. 4.3.1 to sect 1.2 and increasing the visibility of this distinction.
