We need a way to capture "Linking ISSN" information. (see http://www.issn.org/2-22637-What-is-an-ISSN-L.php).

Linking is a property of the ISSN that is distinct from the pub-type. It should not be simply added as choice in the "ppub | epub" list.

A Print ISSN may also be designated as the Linking ISSN.

Add an attribute to in the Tag Suite and the three Tag Sets.

I would propose the name of the attribute be "linking" and the values be "yes|no" with "no" as the default.
