Congrats to the authors. Nicely done.

The phrase "institutional switch" is new to me. The narrative in Sect. 4.6 leadsd to footnote #8 and implies that I can learn more about the institutional switch in that document, but that phrase is never used there.

Since the "switch" seems closely related to the EZproxy hybrid configuration, is the switch functionality/service already built into EZproxy? If so, then Figure #10 in Appendix A is misleading since the box around (eg EZproxy) implies it is distinctly unrelated to the switch. If it isn't part of the EZproxy hybrid configuration, then this concept needs further clarification, because it is unclear what action(s) an institution might take to implement an institutional switch.
