The proposed Canonical Citation KEV format looks reasonable. I would agree to its going forward to trial use. It will be important to ensure that resolver vendors are willing to implement it. Is it too domain specific? I could envisage its use in other domains, eg historical scientific literature could be referenced as a work by a science researcher. The implementation is interesting as background, and to see ways in which the canonical format may be used. However, implementation is out-of-scope of OpenURL.
