Minutes

Todd Carpenter opening the meeting by welcoming everyone and by explaining the Sloan Alternative Metrics grant given to NISO. The grant is split into two phases, in the first phase over the next 10 months the focus is on collecting input regarding topics relating to standards and best practices for alternative metrics. This process should be as open as possible, and should include all relevant stakeholder groups. Input will be gathered mainly via 2-3 in-person meetings, and an important role of the Steering Group is to help organize these meetings.

Martin Fenner will help with the project as contractor and he explained some of the logistics for the Steering Group. NISO will set up a mailing list and a shared space for sharing documents. The Sloan grant includes a budget for travel expenses for the in-person meetings. To organize the first in-person meeting the Steering Group will have to meet several times in the coming weeks and Martin will set up a Doodle to schedule these conference calls.. Todd Carpenter stressed that everything done in this project and this Steering Group is open by default.

The remainder of the call was spent to discuss the planned in-person meetings. It was agreed that the first in-person meeting will take place October 9 in San Francisco, right before the Article-Level Metrics workshop organized by PLOS. The other proposed in-person meetings (CNI Meeting Washington DC December 11 and ALA Midwinter Meeting Philadelphia January 22-23) were also seen as good meeting opportunities, especially since so many stakeholders are based in or near Washington DC.

John Sack and others felt that it is important to also get input from researchers, and that we should spend more time thinking about the best strategy to reach them (including organizing a workshop at a regular science conference such as AAAS, and personal interviews). The decision about the in-person meetings after the first meeting in October was therefore postponed after the next Steering Group conference call.

As next steps Martin will schedule the next Steering Group meetings via Doodle. We will also reach out to the group to collect more ideas about strategies to receive input from researchers.
