| Ballot Description | You are receiving this ballot because you elected to join this Voting Pool. All organizations in this voting pool are required to vote; one vote is allowed per organization. This voting pool is to approve the publication of the standard NISO Z39.96-201x, JATS: Journal Article Tag Suite, as an American National Standard. The purpose of the NISO Journal Article Tag Suite (NISO JATS) standard is to define a suite of XML elements and attributes that describes the content and metadata of journal articles—including research and non-research articles, letters, editorials, book and product reviews—with the intent of providing a common format in which publishers and archives can exchange journal content. This standard is a revision of version 3.0 of the National Library of Medicine Archiving and Interchange Tag Suite, commonly referred to as the NLM DTDs. The proposed standard is available in both PDF and HTML format from a link on the ballot webpage and in the announcement e-mail. (The HTML link is marked as 1.0, the version number that will be assigned to the NISO standard for JATS.) Note that this is a very long standard, largely made up of element definitions. You may find the HTML version easier to review. Yes | ASIST votes YES on this standard with some reluctance. Because the standard has been a DSFTU we feel that potential implemented have gotten experience with it and have vetted it for technical issues. We actually don't have any problems with the technical contents of the standard itself. Our concern is with the sentence in Section 2 Scope: "The Tag Suite has been designed to be extensible. Any of the tag sets may be extended or restricted to meet the needs of a given project. Also, new tag sets can be built from the elements and attributes in the Tag Suite and should be considered conforming to the standard." We feel that this definition of allowed extensibility is too liberal and has the potential to lead to interoperability issues. We feel, at minimum this should be replaced with language to the effect that new tag sets and attributes may be defined for use among agreeing partners (their use is outside the scope of the current version of the standard) and may be proposed for addition to future versions of the standard.
