ANSI BSR-8 and Public Review

BSR8 submittal to ANSI to initiate 45-day public review and announcement in Standards Action. Note: Notified by ANSI that we had to do a PINS first since this was a revision. Following the PINS, ANSI would then process the BSR8 without a second submittal. This is why the BSR8 announcement didn't go out until September 7.
