	39 - Authenticate without passing information Need a way to Authenticate the user without passing back any personal information regarding the user. There is a need to authenticate across county borders and due to Privacy laws the Patron Information message cannot be used. SIP 2.o SC message would work but was removed from SIP 3.0.
